When it becomes time to take these down and reclaim the area is the land owner responsible for paying the cost of the removal and reclaiming the site. If this is the case what would be the price for this to be done and who would provide the service for removal?
Are these companies still leasing the ground and are they actually paying their lease money?.

The company, assuming it’s still in business is responsible. In most cases, since the base and footings are already in place, a replacement of the blades is all that is needed. I have a buddy who’s had turbines on his farm since the mid 90’s..and he has received rental payments each year far surpassing the amount any crop would have brought him….and since he raises beef cattle, all the land below the turbine is still used for grazing.

I believe Ford County had an agreement that the wind farm company had to have a decommissioning fund to remove any unused or abandoned tower/generator
