FOIA rules under Governor Quinn released

Illinois (ECWd) - 

A recent Freedom of Information Act request to the Governor's office resulted in some interesting FOIA policies used during Governor Quinn's term.  

According to a whistle blower, we have yet to receive certain records related to our request however to date no one has been willing to produce those claimed records out of fear of retribution so we are still unable to prove they exist. 

What was produced can be found at the links below and although some of the language used appears to support transparency, there are clear instructions to take steps to narrow peoples requests before even trying to comply with the request.
