Clark Co. (ECWd) –
The Dolson Township alleged official misconduct by the Township Supervisor and his wife, the clerk, appears to have gotten proper attention and is moving in the direction of a charging decision, someday. For those who have not followed this chain of events, we urge you to read the prior articles written on the matter at this link.
We received our Freedom of Information Act response from the Clark County State’s Attorney, and it appears he provided records that the State Police failed to, although they don’t tell us much since they are all redacted.
The ISP withheld the investigation reports, citing an exemption as them being part of an ongoing investigation. The State’s Attorney cited the same exemption but did provide the redacted reports. Even though there is a lot of redactions, there is valuable information for the public that was not redacted.
What we now know comes from the 355 pages of files provided and available for viewing below or downloading from this link.
- Page 12 – October 21, 2025, Deputy Chief, Criminal Enforcement Division, Bureau Chief, Public Integrity, Office of the Illinois Attorney General, states:
- “We should be able to provide assistance. Before we agree, however, we would like to review the police reports and have a meeting with you.”
- Page 17 – State’s attorney seeks assistance in the investigation and possible prosecution from the Attorney General’s Office
- Page 14 – Confirmation of video recordings. We suspect those are interviews of possible defendants or witnesses
- Page 31 – Confirmation that there are digital recordings. Those are going to be FOIA’d once the matter is adjudicated. Such recordings will tell us if the reports are consistent with the actual recordings, among other things.
- Page 97 – Confirms Thomas Grable and Kimberly Grable are the Subjects of a Theft in Clark County.
- Page 107 – Township Officials of Illinois Risk Management Association notifies the prior Township Supervisor of renewed coverages for the Township effective May 19, 2025- May 20, 2029. Of interest are the Bond certification obligations, notification of change of Supervisor, and the limited coverage of $100,000.00 for Dishonest Public Officials and Employees. We will follow up to see if the Bond certificates were handled properly, and if they were, the Township should be able to recover at least $100,000.00 from TOIRMA, provided notification of a new Supervisor being appointed was relayed to them. The reason that is important is that the Bond is for the office holder, not the office.
- Page 95 and 223 – A signed consent to search electronic devices was executed.

- Confirmation as to who is conducting the investigation – Special Agent Paul Walther #6737, Southeastern Illinois Drug Task Force, Illinois State Police – Zone 8 – Effingham
- Page 83 – Demographics of Dolson Township – Let that information sink in when you think about over $200,000.00 in checks being written to themselves, banks, and businesses in a 6-week timeframe.

If there has ever been a case that appears ripe for a criminal prosecution, this one does. The question now is how long must the people wait before justice is carried out?
A recent post by a former Clark County Park District board member indicates there is no rush, according to the State’s attorney’s comments to him as shown in the picture.
